OVERVIEW: Tejano Center is dedicated to providing a comprehensive array of social, health, educational, economic, and housing services, and currently fulfills its mission through its programs. We are seeking a passionate and dynamic individual to join our team and contribute to our mission of educating, empowering, and transforming lives. The Chief Operating Officer (COO) will play a critical role in setting strategy and direction for operational excellence across all schools, supporting the organization's mission to develop critical thinkers and lifelong learners. The COO must actively engage in hands-on support for frontline teams, engage directly with community members and model servant leadership across all levels of the organization. The COO will report directly to the CEO/Superintendent of Schools and serve on the Senior Leadership Team.
RESPONSIBILITIES: Operational Strategy and Leadership: - Set strategic direction and drive organizational priorities across all schools.
- Develop and implement the vision, strategy, and metrics for operations to support organizational excellence and growth.
- Monitor progress against goals and communicate data/information to key stakeholders.
- Lead short and long-term planning processes for the Operations Team.
- Provide ongoing, data-driven coaching and support for schools.
- Acquire and manage partnerships with external organizations and vendors related to operations.
- Manage, coach, and professionally develop members of the Operations Team to achieve ambitious goals.
- Support hiring, onboarding, management, and evaluation of all operations staff.
- Collaborate with the Senior Leadership to establish career pathways for succession planning within the organization
Student Enrollment and Attrition: - Design and execute student enrollment strategies in collaboration with the Strategy & External Affairs team.
- Oversee student recruitment strategy that enables all schools to reach their enrollment targets.
- Monitor student enrollment and attrition rates, implementing strategies to improve retention.
- Ensure collaboration with the Strategy & External Affairs and the academic team to execute campaigns for enrollment plans.
- Create role clarity between the schools and network staff and train school-level staff in enrollment tactics and strategy.
- Oversee school-level enrollment initiatives.
School Expansion: - Lead annual strategic planning related to school expansion plans.
- Manage the process of securing and maintaining facilities through long-term solutions that support and enhance academic programs.
- Oversee the new school development plan, checklist, and greenlighting process.
Fiscal Responsibility: - Set vision and execution plan for organizational use, maintenance, inventorying, and tracking of technology.
- Collaborate with Senior Leadership on decisions in the annual budgetary process around the staffing and hiring plan for each upcoming year.
- Ensure compliance and financial sustainability of federal school nutrition, safety, and grant programs.
- Manage RFPs, contracts, and performance management processes for major network vendors (e.g., food service, transportation, custodial services, security, technology)
Federal and Local Compliance: - Maintain authorizer (Texas Education Agency) relationships and manage communication, reporting, and audit processes.
- Ensure compliance with state and district regulations (e.g., fire safety, health code, food service, safety drills).
- Interface with legal team as needed to advise school leaders or network staff.
- Collaborate with the Executive Director of State and Federal Compliance and Safety to meet all deadlines and regulations.
OTHER SUPERVISORY RESPONSIBILITIES: - Oversee the management of facilities maintenance, warehouse, information technology, custodial services, child nutrition, and transportation operations of the district.
QUALIFICATIONS:
- Bachelor's degree required; advanced degree preferred.
- Prior experience in the education/education management sector, preferably with high-performing charter schools.
- Demonstrated ability to lead with humility-balancing executive-level strategy with a deep commitment to "boots-on-the-ground" work.
- 8-10+ years of professional experience, with significant experience in school operations and systems development.
- Demonstrated ability to manage hire, support, and develop high-performing teams.
- Excellent communication, relationship-building, and customer service skills.
- Ability to create, execute, and manage multi-year strategic plans.
- Strong organizational, project management, and time management skills.
- A high bar for excellence and ability to thrive in a fast-paced, high-change environment.
