Chief Financial OfficerPurpose Under the direction of the Superintendent, the Chief Financial Officer is responsible for the planning, organizing, controlling, and directing of programs and personnel involved with the operation of the fiscal and business support services including Food Services, Purchasing, Transportation, and Finance/Budget Departments. The Chief Financial Officer prepares and administers the district budget, guides the development of long-term capital financing, directs, supervises, and monitors all business/finance functions including accounting, purchasing, payroll, budgeting, accounts payable, audit, banking, debt service, and grants management while
adhering to district policies and procedures. Special emphasis shall be to assist the Superintendent and Governing Board in the task of providing leadership in developing, achieving, and maintaining the best possible support services and programs with an emphasis on making the educational program more effective.
Qualifications Required: - Bachelor's Degree from an accredited college or university in business, accounting, public administration, or related field.
- Certified Public Accountant or Certified Management Accountant.
- Minimum of five (5) years' experience.
- Minimum of three (3) years in a management capacity.
- Professional supervisory experience.
- Knowledge of Arizona School Finance rules and regulations.
- Strong oral and written communication skills.
- Valid AZ Department of Public Safety (DPS) Identity Verified Print (IVP) Fingerprint Clearance Card.
- Minimum of three to five (3-5) years' experience in an educational work setting.
- Experience using multi fund accrual accounting software systems for school districts e.g. Infinite Visions.
Preferred: 1. Master's Degree from an accredited college or university in business, accounting, public administration, or related field.
Essential Functions - Directs various District financial operations, to include management of all District funds including bond funds, trust operations, and District financial reporting. Ensures all federal and state timelines are met concerning financial reporting for the purpose of compliance. Oversees staff within the finance area (e.g., district budgeting procedures, report processing, state accounting rules, etc.) for ensuring compliance with district, state and federal regulations.
- Participates as a member of the District Leadership Team and Superintendent's Cabinet for the purpose of providing and receiving information and making decisions.
- Directs the preparation and implementation of the district budget to ensure compliance with state laws and alignment with district goals. Presents the annual expenditure budget to the Governing Board.
- Directs the preparation of the Annual Financial Report, Comprehensive Annual Financial Report, and other reports as required by the board and state and federal agencies to assure compliance with the law.
- Assures protection of the assets of the district by enforcing and promoting internal controls, internal auditing and ensuring proper insurance coverage. Supervises and directs the District's fixed assets program to included maintenance of the fixed assets listing.
- Prepares documents and information related to District override and bond elections and other financial issues. Participates in planning for District Bond and Override elections and provides all required information for the Voter Information Pamphlet. Files the Report of Special Election Results with the appropriate State and County agencies. Coordinates with the Superintendent's office to ensure proper posting of all election notices.
- Assists in recruiting, hiring, training, supervising, and evaluating all business services personnel.
- Continues to stay current and provides direction in planning staff development programs for the personnel in the Business Services Department to ensure compliance with policies, federal grant guidelines, laws regulations, or modifications for maintaining services and/or programs.
- Supervises the reconciliation of assigned accounts (e.g., cash, general ledger, various revenue/expenditure accounts, etc.) for validating district accounting records.
- Keeps Superintendent and Governing Board informed on District's finances to include preparing reports and presentations that are critical to the decision-making process for the purpose of support and management.
- Supervises the receipt and expenditure of school district funds. Provides monthly accounting of all income and expenditures and prepares financial statements.
- Supervises the district payroll operation and personnel assigned to the accounting and payroll departments.
- Recommends the approval of all vouchers authorizing the expenditure of monies.
- Monitors assigned budget components, programs and/or subprograms (e.g., cash flow, investments, and expenditures, etc.) ensuring the accuracy of reported information and the availability of funds while complying with district, state, and federal guidelines.
- Reviews all business-related contracts to ensure that District and legal guidelines are followed.
- Supervises the Risk Management Program for the purpose of directing employees, establishing programs, and meeting safety requirements.
- Provides overall direction for the Food Services Department through the Food Services Director to ensure compliance with State and Federal regulations.
- Provides overall direction for the Purchasing Department through the Purchasing Director to ensure compliance with State and Federal regulations.
- Provides overall direction for the Transportation Department through the Transportation Director to ensure compliance with State and Federal regulations.
- Acts as liaison with local, state, and national agencies.
- Monitors assigned programs and/or departments for achieving organizational objectives while complying with established requirements.
- Prepares a wide variety of reports, documents, and other written materials (e.g., budget variance and activity reports, financial statements, state mandated reports, budget extensions, procedures, memos, letters, etc.) for the purpose of documenting activities, providing clear and cohesive management information, providing written reference and/or conveying information used for management decisions.
- Processes budget-related documents (e.g., journal entries, account transfers, encumbrances, etc.) to ensure the accuracy of requests and the availability of funds.
- Research discrepancies of financial information and/or documentation to ensure accuracy and compliance with established procedures and processes.
- Serves as the District contact for audit purposes and provides all required financial and program information for the annual audit and Comprehensive Annual Financial Report. Follows all annual disclosure requirements to maintain bond ratings.
- Serves as chief representative of the District in Real Estate Matters.
- Monitors and evaluates proposed and adopted legislation to determine the impact on District operations and finances.
- Responds to inquiries of staff, board members, auditors, rating agencies, bond underwriters and bond attorneys, etc. to provide information and/or direction for resolution.
- Recommends solutions to a wide variety of complex issues to address the business and financial needs of the District.
- Responds to a wide variety of inquiries from internal and external sources for the purpose of identifying relevant issues and recommending or implementing action plans.
- Demonstrates thorough knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and or federal, state, and local laws, rules and regulations.
- Demonstrates ability to express ideas effectively both orally and in writing.
- Attends School Board meetings and prepares such reports for the Governing Board as the Superintendent may request.
- Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

Working Environment The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing and/or pulling; and some fine finger dexterity. The job is performed in a somewhat clean and health environment. The working hours are somewhat flexible as the job requires some evening and Saturday work.
